Title: Assessing the Need, Costs, and Potential Benefits of Prescribed Fire and Mechanical Treatments to Reduce Fire Hazard

Project Proposal Abstract: The proposed project addresses Task 1 in the February 23, 1999 Request for Proposals. This project will determine the magnitude of hazard reduction treatment needs, treatment costs, and associated benefits at the state level. It will also provide protocols to: 1) help managers identify high hazard stand conditions from existing Forest Inventory and Analysis (FIA) data, 2) develop proposed treatment schedules, evaluate costs and benefits associated with treatment and no- treatment options, and 3) project stand growth to profile future treatment needs, costs, and benefits. The techniques developed here will be applicable across ownerships and geographic regions. This proposal is focused on Montana and New Mexico, but will be expanded to a national analysis under the proposed Fire/Fire Surrogates (FFS) Project (JFSP RFP 1 Task 7). This proposal also contains provisions for a national technology transfer effort in the event that the FF5 Project is not funded. This project has six objectives: 1) quantify existing stand conditions for major forest types in terms of density, structure, and species composition, and prioritize by need for hazard reduction treatment, 2) develop and compare alternative cutting and prescribed burning prescriptions for reducing high-hazard conditions in major forest types, 3) determine treatment costs, 4) determine potential revenue from timber products generated from the hazard reduction harvest treatments, 5) compare the future mix of timber products under alternative treatment scenarios, and 6) describe the potential for analyzing non-commodity resources under treatment and no-treatment scenarios. Results will provide a strategic overview of treatment needs and economics on forestlands in Montana and New Mexico. The methodology will be widely applicable to federal, state, and private land managers throughout the U.S. The protocols will help them develop analyses of treatment needs over a wide range of spatial scales, and assess the potential ecological and economic outcomes of these treatments into the future.
