Title: Managing Multi-Functional Landscapes at the Interface of Public Forests and Private Land: Advancing Understanding Through a Comparison of Experience in U.S. and Australia
Project Proposal Abstract: Fire and fuels reduction are completed within a complex context. This is particularly true at the interface of public and private lands where management is often closely scrutinized by stakeholders. In these settings, private and public land managers typically seek to achieve multiple objectives including hazard reduction, ecosystem restoration, biodiversity conservation, commodity production, and the provision of recreation opportunities. While these objectives may be complementary, in many cases they involve tradeoffs that are contested by stakeholders. Increased subdivision of rural lands and climate change are two important factors further complicating fire management in these areas. At the same time, these contemporary trends represent an opportunity to improve stakeholder engagement in decision-making. However, limited research is available to support fire management within the context of ecological and social change. The proposed study will address this gap by describing the cognitive models used by public and private land managers and ecological scientists to conceptualize the social-ecological systems at the public/private land interface; identifying the extent these mental models shape stakeholder responses, including management actions; and assessing the efficacy of scenario planning as a way to reach agreement on desired future conditions and preferred policy and management actions.
