Title: Enhancing Western Managers’ Knowledge and Use of Available Economic and Financial Biomass Information and Tools
Project Proposal Abstract: The goal of this project is to provide a synthesis of information products available to federal land mangers to enhance their ability to understand and deal with the economic and financial aspects of woody biomass removal as a component of fire hazard reduction treatments. The cooperators in this project will use their extensive work related to timber and woody biomass utilization in the western United States; relevant information from a variety of other sources; and direct communication with mangers in western states to address the managers? information needs. To gather and synthesize information products that can answer federal land mangers? questions about the economic and financial effects of biomass removal and fire hazard reduction treatments, the cooperators will use an iterative interactive process that: 1)Synthesizes and evaluates the body of economic and financial biomass information and tools currently available to federal land managers in the West; 2)identifies managers? information needs and their disconnects from the available information through a professionally designed, administered, and evaluated questionnaire; and series of information exchanges and face-to-face meetings; 3)acts to fill the gaps between existing information and tools and managers? awareness of and ability to use these tools and information; 4)provides additional information to managers to help quantify the direct and avoided costs of fuel treatments, including: -the location and characteristics of biomass-utilizing facilities in several western states; -the types, tree sizes, and volumes of wood fiber these facilities purchase; -the value of wood fiber delivered to these facilities; -GIS data depicting mill locations and biomass-utilizing facilities; -carbon and particulate matter emissions from utilizing forest biomass compared to on-site burning, and associated fossil fuel offsets for carbon credit trading. Economic and Financial biomass information will be evaluated from states across the West. Ten western states (Arizona, California, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, and Wyoming) will be examined for several reasons: 1) they represent a broad range of forest conditions and types; 2) there is a broad range of timber-processing capacity and biomass utilization represented by these states; 3) current (2002-2006) facility and wood fiber data are available for these states; and 4) the cooperators have worked closely with federal land managers in these states on projects related to timber flow, milling capacity, treatment and logging costs, transportation costs, wood use, and biomass availability and utilization.
