Title: Monitoring Trust as an Evaluation of the Success of Collaborative Planning in a Landscape-Level Fuel Hazard Reduction Treatment Project in the Bitterroot Valley, Montana
Project Proposal Abstract: This proposal is in response to the call for proposals of the Joint Fire Science Program, 2003-1 (Task 2), and it is coordinated with a new landscape-level project initiated by the Bitterroot Ecosystem Management Research Project (BEMRP). BEMRP is directed by an interdisciplinaty team of Forest Service scientists, university faculty, and Bitterroot National Forest and Northern Region managers, planners and technology transfer specialists. This team is undertaking a long-term interdisciplinary project to collaborate with the public to select fuel hazard reduction treatments at the landscape-level on the Bitterroot National Forest. BEMRP is funding the baseline assessment of social meanings attached to the landscape, modeling of long- term effects of fire and fuel treatments on the landscape, and application of selected treatments. This proposal is for finiding to initiate a baseline measure of trust among residents and communities adjacent to the Forest, with emphasis on segmentation of the public based upon trust and other factors that influence the relationship between the public and public lands. During- and post-treatment repeat measures will serve as basic evaluations of the success of this interdisciplinary fuel treatment selection/collaborative planning project at the ecosystem level. Methods will include qualitative exploration of the influences on trust of the agency in the context of fuels management, and telephone interviews at the household level of community residents to provide generalizable tmst measures. The principal investigators are knowledgeable about trust measures and other factors that influence the relationship between the public and public lands and are closely tied to the larger landscape-level project coordinated by BEMRP
