Title: Techniques for Creating a National Interagency Process for Predicting Preparedness Levels

Project Proposal Abstract: The purpose of this pre-proposal is to investigate the complex decision environment related to predicting preparedness levels for the national wildiand fire program to a degree sufficient to develop a proposal for submission to the Joint Fire Sciences Program and the National Wildfire Coordinating Group (NWCG) for design and implementation of a National Preparedness Planning Process. The pre-proposal is designed to: I) develop the high-level business model to enable appropriate project scoping for the second phase; 2) investigate potential techniques or advanced methodologies to model preparedness planning; and 3) identify the principal investigator(s) for the second phase. The assessment and analysis work being done in the intelligence/predictive services arena within the dispatch/coordination system to implement the NWCG Prioritization and Resource Allocation process is a fundamental component to this project. Coordination with other projects and fire program activities is essential and planned.
