Title: Quantification of Canopy Fuels in Conifer Forests

Project Proposal Abstract: This proposal is in response to Task 3 of the February 23, 1999 Request for Proposals: develop, evaluate, or compare methods or approaches to incorporate wildland fuels management information into landscape scale land use and planning processes. In particular, we propose to develop and test techniques for canopy fuel data collection. The project directly addresses two of the four critical issues addressed in the Joint Fire Science Plan. In this project we will develop and verify a consistent method for inventorying canopy fuels that can be used across agency boundaries (Issue 1). The inventory method will allow managers to more accurately assess the effects of fuel treatments on canopy fuel characteristics and expected fire behavior (Issue 2). We also indirectly address Issues 3 and 4 by establishing a consistent procedure for canopy fuel characterization. Products of this research will be of direct and immediate benefit to wildland managers in federal agencies for mapping fuels, assessing hazard and risk, designing hazard mitigation treatments, and simulating fire behavior and effects. A consistent method of characterizing canopy fuels is particularly important in landscape- level planning projects that cross administrative or ecological boundaries. The proposed starting date for this project is winter/spring 2000.
