Title: Meeting Interagency Fire Program Management Standards Needs with Science-Based, Work-Shop and On-Line Academic Courses: An Innovative Technology Transfer Approach
Project Proposal Abstract: We propose a 2-year research project to develop and deliver three, three-credit, 400-level, academic, technology transfer courses to each be taught twice in workshop and web format. The course content will be collected and synthesized from 10 specific JSFP, NFP and WO projects, and from related science and practice. The three, 3-credit courses are 1) Science-Based Fuels Management Planning, 2) Assessing Fire Effects and Burn Severity, and 3) Fuels Inventory and Mapping. The courses are specifically designed to meet the new Interagency Fire Program Management Standards for professional GS-0401 Fire Management Specialist positions. Common threads across all courses include bringing 'science and tools' to bear on fire and fuel issues through readings, discussion and applied projects, learning from and discussing issues and techniques with scientists and experts, hands-on field applications, and learning how to access and synthesize the scientific literature. All courses will require managers to apply the research to projects from their home agency job. In addition to developing the courses, we will also conduct a needs assessment for the fire programs that will identify additional 'science and tools you can use' content that should be synthesized and organized into modules/courses for transfer through future educational programs to fire and fuel managers and other personnel. In year 1, the content, pedagogy, and instructors for the three courses will be assembled and then the three courses will each be taught twice in a two-week intensive workshop format. In year two, the three academic courses will be converted to a web format in order to provide greater access to students and to potentially increase the rate and quality of learning. Our research addresses JSFP AFP 2005-4 Task 1, which calls for extending technology transfer activities beyond the conclusion of successful current, or recently completed, JFSP funded projects or other applicable wildland fire research and Task 2, which calls for producing readily understandable and useable information synthesis or transfer products on key topics of critical interest to the fire and fuels management community.
