Title: A Synthesis of Post-Fire Road Treatments for BAER Teams: Methods, Treatment Effectiveness, and Decision-Making Tools for Rehabilitation
Project Proposal Abstract: Recent expansions in post-fire rehabilitation research have increased the knowledge base and opened the door to more informed decision making and successful post-fire rehabilitation efforts. Although there are many tools which have been developed to estimate peak flows and road structure capacities, nowhere, is any of this information compiled in a single resource. In addition, much of the new information is contained in gray literature and is not easily accessible. As with most BAER activities, post-fire road rehabilitation must be done in a relatively short time frame following fire in order to reduce risks associated with increased runoff and sediment loss. Some BAER specialists have expressed interest in a single resource which outlines the most current information and decision making resources. A synthesis of post-fire road rehabilitation information would be useful in making road rehabilitation decisions. The authors propose that a post-fire road rehabilitation synthesis be developed specifically for BAER specialists to assist in shaping rehabilitation plans more efficiently. This proposal is in response to Joint Fire Sciences AFP 2006-3 Task 4: "Evaluating the effects and effectiveness of post-fire management activities including but not limited to burned area emergency stabilization, rehabilitation, restoration treatments, and post fire removal of woody material." This proposed resource will be developed by interviewing BAER specialists to determine their perceptions on current decision-making tools and identify what gaps need filling in order to make BAER tasks more efficient. Following the interviews, literature will be reviewed based on the needs identified by the BAER specialists. The most useful and relevant information will be synthesized in a single source with additional guidance and feedback from the future users to maximize its utility. Both a handbook and web-based guide will be developed and made easily accessible to those making decisions in post-fire road rehabilitation. The authors plan on exposing this product through workshops designed to reach those involve in BAER team efforts.
